A Patch is a collection of files that you want to track/submit/record, that fixes/deals with a particular Bug, with the same Bug Number. You would always need a bug to submit a patch.
A Patch can contain multiple files, and/or include multiple patches. You can get a consolidated ZIP file for a patch. If the same file appears in multiple places with in a patch, (for example a file may appear in the file list, and also in some of the included patches), the one with the highest version would be the one included in the ZIP file.
